Let's imagine that Calvin and Delilah both obtained free memberships/governance tokens for both Acme DAO and Beta DAO. Calvin is not interested in Acme DAO, and Delilah is not interested in Beta DAO, so they exchange. Now Calvin holds two Beta tokens, and Delilah holds two Acme tokens, which goes against the goal of the DAO to distribute governance equally among members. The root of this problem is that Calvin and Delilah have nothing to lose by being members of both DAOs, so they can easily exchange governance rights with someone who cares about them.

Well, if you think of this as a kind of Radical Market, you don't have to stick to more formal democracy. Why are voters indifferent? According to public choice theory, this is because the value of one person's interest distribution is lower than the cost of investigating voting options. An important feature of the Plutocracy roadmap is indifference.
There may be no motivation to vote if the proportional effect of exercising voting rights on individuals is small.
It is difficult to get people to participate in governance because if the rewards (if any) obtained through proposals go to someone else, it is easier to just ride along with someone who pays attention to the problem. In contrast, in the economic realm, people are motivated to make changes if there is a possibility of making a profit.
The goal of Attention Stream is to discover early on popular ideas that have been proven to make money in the economic domain, and to make them work in the governance domain. If it is understood that money can be made in this way, participation will increase, funds for public goods will increase, and rules for themselves will be improved in a system that has economic effects.
